Last week, the Senate voted to reject an amendment to the law on state aid to children. According to the Senate, there is a concern that the cost of service for the task assigned to ZUS is set in a way that is insufficient for the size of the obligations imposed. In addition, senators feared that exclusion of a section of society from access to educational benefits would lead to the use of digital platforms only for the benefit of children.
The amendment stipulates that the service of the “Rodzina 500 Plus” program will be handled by the Social Insurance Institution and not by the current government. Benefit applications can only be submitted online, and the amount will only be paid without cash to the bank account number provided by the applicant.
The edit assumes that ZUS will gradually take over the “Rodzina 500 plus” program. For the period prior to January 1, 2022, the current authorities will continue to follow suit until the end of child rights litigation. Local governments will also continue to pay child care benefits paid before January 1, 2022, until the end of the period, ie January-May 2022 to May 31, 2022.
From January 1, 2022, ZUS will pay its children’s benefits on an ongoing basis, and from February 1, 2022, it will accept applications for the period beginning June 1, 2022.
In 2016-2020, the service costs of the “500 Plus” service, ie from the beginning of the program, PLN more than 1.6 billion. The Family Ministry estimates that planned changes will reduce these costs and result in savings in the state budget of about 1 3.1 billion over 10 years.
Earlier, similar changes were made to the so-called “Dobri Start” program. The school setting is already benefited this year through the Social Insurance Institution, and applications are submitted online.
